Basically, IS,R?D is a fan-made holiday thought up by two Montano-obsessed teenagers who simply can't get enough MSI or Stevie-pants [i.e. ~Barbossaloveratdusk and ~Fudjmunkee].
When talking about it to some other MSI/Righ? fans, they too seemed either interested or reacted in a similar fashion as follows: "HOMIGOD I LUV STEEV I WANNA DO ITTTT!"

Thus the number of fans grew--not greatly--and so the holiday is now unofficial, but international.
If you are so inclined to celebrate this silly made-up holiday, all you need to do is dress in one particular style of Steve's as well as brush up on your sardonic wit in order to make the impersonation complete.
Now we're aiming for the following look--[link] & [link], so you'll need the following:
-a black polo
-black jeans/pants, rolled up at the bottom
-some boots that you can paint neon orange
-a black and neon green striped necktie
-one pink and one green wrist band
-neon green shoelaces
-white suspenders
[aaand the feather-hawk is optional]
Now I know some of these things are harder to come by than they may seem, trust me; but if you need any help finding some stuff, don't be afraid to ask!
~Fudjmunkee's found a bunch of stuff online fairly cheap; though thrift stores are your best bet for the main bits like the pants, shirt, boots, and maybe suspenders.
As far as I can see, that's all you need to know.
